The DRV8711 will respond to the change in the TORQUE register immediately. The delay can be caused by the motor inductance and the system voltage.
Can you try modifying the TORQUE register at a 250Hz rate while the motor is stopped? This may provide more insight into what is happening.
FYI -- another method to raise and lower the current is to use the GAIN setting.
