Yes. DRV8838 has the appropriate logic/ delays on the PH pin that would prevent shoot through. Please check t1 and t2 or t3 and t4 value in the datasheet Figure 1. Input and Output Timing for DRV8838. I would think there is a 40ns dead time to prevent the shoot through.
