As Rick stated, you may be limited the minimum speed of your motor.
You can try adjusting the AA_SETPT and the AG_SETPT limits so that they're below the minimum speed you're trying to run at.
I would also recommend testing the motor in open-loop mode to determine the minimum speed you can spin the motor at without the closed-loop functionality.
