CCS/BOOSTXL-DRV8301: Current to high when motor spin

Hi, I am using a custom board using TMS320F28027F with DRV8301. The motor I have is to be spinning at maximum speed of 31000 rpm with no load at 18V. It has 1 pair of poles and from the datasheet, the No Load Current should be 373 mA. 

My board is able to spin the motor but with no load the current is 1.18A  and the motor is getting too hot with little time running.

I also have LaunchpadXL F28027F and boosterpack BoostXL-DRV8301 RevB and using it I have the same result.

I tried to run the motor using a chinese driver, used for quadcopters, and the current was much lower to run at same speed with no load.

There are some parameters I have to work on to achieve the best current/speed relationship? I need help to adjust this.
