Can you try setting fast decay and report the results?
Using mixed decay can produce the results you have described. That is because one winding is always in slow decay. Depending on the voltage and motor inductance, current regulation can be lost.
It is puzzling why the 3rd party board is operating properly. I would expect the same results at the same settings (voltage, motor, VREF, and current sense resistors).
