MCT8314ZEVM: Low Current Draw Issue with Motor at Target RPM

I am using the MCT8314Z, and I can control the motor RPM well through PWM duty. The motor specifications are 7000 RPM, 24V, and 0.85A. However, when I run the motor, it reaches 7000 RPM, but the power supply only shows a current draw of 10mA. Is there a way to resolve this issue?
