Sorry for delayed response.
The current consumption is depended on RDS ON ,motor resistance and Torque constant.
During normal operation, the resistance of motor will in series with RDS of FETs, so resistance of motor will be dominant factor.
Current in BLDC system is given by I = (U - BEMF)/R where I is phase current, BEMF is Kt*speed and R is motor resistance+RDSON, U is applied voltage.
Please monitor voltage and current in good sample v/s bad sample and based on measurements you can judge if its coming from driver or motor
