Our fellow researcher here in the lab went through with all of your steps and found no improvements or changes to the behavior I've previously described. He also noticed that there is a green LED labelled "D4" that lights up, but the neighboring LED "VM" does not upon power up. We wonder if this is problematic, given that we are attempting to power the board via the VM pin.
