LED D4 is the VM LED, it's directly connected to the VM supply line with a series 4.3K Resistor. This should light up if VM is supplied to the board.
LED D5 is tied to the V3P3 Net which is derived from the 5V USB bus, so if the USB connection is not made this LED will not light up.
With just the VM power supply up the driver should only pull 10's of mA's, so the amount of current draw you're seeing is not normal. Are you slowly ramping your supply from zero up to 24V when you see this issue?
With the power supply disconnected from VM and the motor / USB disconnected, can you measure the resistance between the VM and Ground terminals?
